Prior to leaving the Australian
Government Solicitor (AGS) in
April 2004, Ken had almost 20
years of experience in the APS
and in a GBE as a senior HR
practitioner. Since then he has
joined HBA Consulting and
undertaken investigations of
code of conduct matters and
complaints by staff for a number
of APS departments and agencies.
Ken was the Senior HR Advisor in
AGS. This was an SES Band 1
equivalent position that he had
occupied since 1997 (when AGS
was part of the Commonwealth
Attorney-General’s Department).
His principal responsibilities
involved developing and
implementing the employment
framework for AGS. He was also
the contact for the strategic
union relationship and for
advising the CEO, Advisory Board
and Executive in relation to
workplace relations. He
investigated and provided advice
on the full range of employment
related matters including union
representations, disciplinary
matters, staff concerns and
performance issues. He had also
undertaken work of this nature
as the Director Industrial
Relations (SOGA and SOGB) for
the Attorney-General’s
Department between 1985 and
1995.
He was an Ethics Counsellor for
AGS – a role which involved
providing guidance to managers,
supervisors and staff on the AGS
general code of conduct.
In the past 20 years Ken has
developed extensive experience
in investigating and reporting
on alleged breaches of codes of
conduct involving fraud,
misappropriating funds, abuse of
authority, inappropriate use of
email, bullying and sexual
harassment. Some of these cases
have been particularly
sensitive.
