Frank O’Donnell has occupied
senior employee relations
positions, representing both
employers and employees, over
the past twenty-three years.
In this time, Frank’s experience
representing the employers’
interests, included managing the
employee relations functions of
both the Australian Nuclear
Science and Technology
Organization - with its 23
unions at the time - and the ACT
Electricity and Water Authority
as the principal employer
advocate within both
organizations.
Frank has also served as an
employees’ representative over a
combined period of eleven years.
This experience comprises seven
years with the Australian Public
Service Association, serving as
the New South Wales Secretary
and Federal President of the
organization, together with four
years serving as the ACT
Director of the Association of
Professional Engineers,
Scientists and Managers,
Australia. The latter position
included national responsibility
for the Australian Public
Service.
In late 1995, Frank joined HBA
as a senior consultant and has
been involved in a wide range of
projects, including:

development of agency specific
work level standards; |

provision of employee relations
advice and policy procedures; |

 |
negotiation of certified
agreements; |

 |
mediation of industrial
disputes; and |

 |
managing employee relations
training programs for
various clients. |
Throughout his career, Frank has
developed a range of skills and
experience that make him
uniquely qualified to consult on
employee relations matters, and
broader human resource
management issues. Some of these

extensive experience in the
federal public sector, Frank has
also had significant involvement
in all other tiers of government
and the private sector.
