In mid-2007, Max left the APS
after a career spanning 37
years, mainly with the
Commonwealth Treasury. Over
that period, Max performed a
number of roles in human
resources and corporate support,
including recruitment, workforce
planning, employment conditions,
training and development,
employee welfare and the broad
range of general employment
casework.
Max had a key role in assisting
Treasury navigate the transition
from central control to agency
responsibility in the field of
industrial relations. He was
closely involved in designing
and implementing Treasury’s
framework of workplace
agreements, including five
certified/collective agreements
and individual Australian
workplace agreements. Closely
aligned to the agreement
framework were the models for
remuneration and rewards.
Max also played a major part in
the introduction, development
and review of Treasury’s
performance management system,
which has been acknowledged as a
best practice example of its
type.
To link those important systems,
Max developed and maintained the
range of internal policies and
guidelines that underpin the
human resources framework in the
organisation.
Additionally, Max was part of
the panel of Merit Protection
Commissioner’s representatives
on Promotion Review Committees
and Selection Advisory
Committees. With that exposure
to other agencies’ activities
and his close contacts in the
APS Workplace Relations Network,
Max offers a wide background in
the delivery of traditional
human resources services, as
well as proven hands-on
experience in the contemporary
industrial relations field.
